Steam Download No Disk Usage

Okay so I got a few games today as alot of things are on sale. One of my SSDs is full so i tried to put the download to a new SSD. The download starts off strong at 5Mb/s, then at the same point over and over it just drops the disk usage to 0 and then stops the download all together. Is anyone else experiencing this? This is the 3rd time ive tried downloading a game just for it to stop.Is it because Im not downloading where steam is installed?

What is even going on? Ive never had issues downloading anything from steam. I use norton, and I have never ran into issues. I think Ill just download them into the file im using for steam, and then migrate them as suggested here:I havent had an issue until today. I use norton, I stopped reading right here.Norton, as well as child processes of Norton can be toxic for Steam and games.More posts about Norton.Well I have never had issues with it. I am currently downloading Fallout 4 @ 5MB/s with no issues; Norton is running. I play ESO through steam with Norton on, no issues. I really just think it was the fact that i was trying to download the games on an SSD that doesnt have steam installed, or there was something else on the SSD that was causing the issues.Ive had this computer for over 6 months now, I built it myself:and never once have i had my disk usage just drop to zero 5 seconds into the download. But apparently, you did not try that, from what you said about not changing anything.If you have it solved, then that is good news.Well my main issue was i had no space on one of my SSDs. So i was like, well, ill just download this game, but choose the other SSD.

And it wouldnt work for some reason. It would download 300 Mb and then stop. And the disk useage would drop from 4.5MB to 0 in a few seconds. Then i would try to pause it and steam would crash, both of my monitors would turn white and i had to hard shut down my computer a bunch of times.I was getting ready to wipe my computer and fresh install windows and everything.But I deleted a few games, and now its currently downloading Fallout 4, no changes to anything other than download path on my computer. If I chose an SSD that doesnt have steam installed, it asks me to make a steam library folder, i do that and then all hell breaks loose on my end.This happened before i deleted games, and it happened after. I havent tried downloading anything to the reformatted SSD after i formatted it.
